The Canadian Journal of Economics (CJE) accepts papers in all areas of economics and its editorial process aims to select the highest quality of papers for publication in the journal. At the CJE, papers are assigned to a co-editor (or the managing editor), at which point the assigned editor has full responsibility concerning the publication decision of a manuscript (e.g., reject, accept, or request revision). Usually, editors draw on the advice of two referees. Occasionally, a decision will be made on the basis of only one review. Even more rarely, but increasingly common given the level of submissions, is a rejection without referees (also known as a "summary rejection.") Editors are reluctant to render a decision without the advice of a referee. But if after reading a paper, it seems unlikely that a paper will ultimately be accepted, it is in everyone's interest for a decision to be rendered quickly and efficiently. It should be underscored that such a rejection need not reflect negatively on the quality of the paper: it may simply be a poor match for a general interest journal like the CJE. Given the low submission fee relative to the editorial resources involved, even for decisions involving only an editor (no referees), we regret that the CJE is unable to provide refunds after a paper has been submitted.
